This is the Octo Rake.
When you first see this lockpick it is like an animal, but you will be amazed at how many locks this large lockpick can open. Although this is called a rake, the lockpick method is more in line with the rocker technique, see here. The lockpick stays in the lock where you hold it at a fixed angle, touch the key pins and scrub the pins open.
The Octo rake is laser engraved and made of 0.635 mm thick steel – You can use the lockpick on two sides!
